I. INTRODUCTION
1.1. Background
As defined in the third country strategy of XXX this international organization has a clear identity that guides its work from July 2018 to June 2023. The ambition strategy of the XXX is to become an International leading child rights organization in Timor-Leste not only for promoting gender equality but also looking at the position level of Timorese girls and women. The XXX Country Strategy (CS3) aligns with the Sustainable Development Goals of the Timor-Leste Government prioritization: SDG2 on hunger, SDG3 on health, SDG5 on gender equality, and SDG6 on WASH. To address such prioritizations, the XXX will intervene through three Country Programs:
Firstly, seek to assist young Timorese girls and women to control their bodies, lives, and future and take part in any decision-making for their education system/school and communities. This gender transformative program has elements of economic empowerment and entrepreneurship, SRHR, youth-led civic action as well as formal engagement in local governance. Secondly, the program is set to tackle acute malnutrition of Children Under Five (CU5) through health extensive interventions at the community level. the program will be focused on innovative behavior change on nutrition, parent education, family counseling, and water and sanitation by utilizing the Community-Led Total Sanitation (CLTS) implementation methodology. Lastly, the CS3 will also intend to address climate change by improving child-centred community resilience and disaster preparedness in which the entry point will be schools and suco council for engaging in sustainable use of natural resources and disaster risk mapping. In view of the El Niño drought expected to affect Timor-Leste in 2023, this program will be included to get it anticipated.
The XXX recognizes that this research project is part of the Early Child Care and Development (ECCD) parenting project to provide parents with tools, resources, and confidence to navigate through any online media platforms with responsible and safe use. Safeguarding and assuring the country’s future, especially children and vulnerable people to have an understanding and knowledge of using the internet in the digital err, the 8th constitutional government led by General Taur Matan Ruak through the office of the Secretary of State for Social Communication (SECOMS), continue having efforts to work with its counterparts to realize the programs through an effective socializations and civic education in order to continuously advocate communities to properly and safely use online media platforms. SECOMS, therefore, has a commitment to safeguarding children from misusing online media platforms (internet) by advocating for the community to have a better understanding and knowledge and use it positively to raise family economic income and/or to improve children’s educational skills and knowledge.
1.2 Research Purpose
As stipulated in the TOR, the aim of the research will be to assess parents in using online platforms positively for their children, especially girls, to safely use and access any online media platforms such as Facebook, Instagram, Tik-Tok, YouTube, WA, Snapchat, and so on. This will be achieved by analyzing the situation of parents, children, and young people’s access to digital services, especially their access to online services. The findings of this research project will also support the implementing agency and relevant entities from both government and international development agencies to:
(1) identifying best practices of effective strategies and best practices for using online media platforms to engage with children, particularly girls. It could include identifying specific types of content or activities that are most effective in promoting engagement and learning.
(2) understand parental engagement on how parents are currently using online media platforms to engage with their children, what types of content and activities they are engaging in, and what motivates them to use these platforms.
(3) identify potential risks associated with online media use by parents and children, such as exposure to inappropriate content or cyberbullying, and to develop strategies for mitigating these risks. It will identify barriers to engagement for girls and develop strategies for promoting gender equity in online media use among parents and children.
(4) to examine how online media use can improve parent-child relationships and communication, and to identify strategies for promoting positive interactions and bonding through these platforms.
1.3 Research Questions
As per the XXX’s TOR, several areas such as social issues, education, health and psychology, culture, and policy should be considered to completely obtain research data from a variety of participants. Further development of the research questions – Interview, FGD, and survey - will be based on the following areas to obtain more in-depth insights and the attitudes, behaviors, beliefs, and experiences of the research project participants:
1.2.1 Social Issue
· What types of content and activities are parents engaging in with their children on these platforms, and how do these activities vary based on the child's age and gender?
· What strategies can be developed to promote gender equity in online media use among parents and children?
· How do parental attitudes and behaviors relate to online media use affect children's attitudes and behaviors toward online media?
· How do online media activities with parents affect the quality of parent-child relationships, and what are the potential benefits and drawbacks of this type of engagement?
· What motivates parents to use online media platforms to engage with their children, and what benefits do they perceive from this type of engagement?
1.2.2 Education
· How can educational resources and programs be developed to promote safe and effective online media use by parents and children? Refer to current practices.
· How can online media use by parents and children be leveraged to promote learning and development, and what types of content and activities are most effective in this regard, it's also related to safety and security using the platform.
1.2.3 Health and Psychology
· What are the potential risks associated with online media use by parents and children, and how can these risks be mitigated by the government, private sector, or relevant entities?
· What psychological factors influence parental decisions about online media use, particularly for girls to address the norms?
· How does online media use by parents and children affect children's cognitive, emotional, and social development?
1.2.4 Culture
· What are the technological barriers to online media use by parents and children, and how can these barriers be addressed by this project and the government as well?
· How can online media platforms be designed to better support parent-child engagement, particularly for girls?
1.2.5 Policy
· What laws or policies could be developed to promote safe and effective online media use by parents and children, particularly for girls in Timor-Leste?
· What laws or policies exist around online media use by parents and children, and how effective are these policies in promoting safe and effective use.
II. DESK REVIEW
2.1 Employment Contract Agreement
The signing of the contract agreement is the beginning of cooperation between the two parties, a hired consultant and the hiring organization or project implementing organization, which is based on the experience and professional career of the consultant to materialize the main purposes of the research project.
The XXX, therefore, employed two necessary approaches both online and face-to-face to sign the contract. The online agreement was in place merely to get to know or ascertain whether or not the consultant agreed to proceed with terms and conditions, and it was helpful to assist Human Resources Management Team in preparing more documents to be signed off by the consultant. Meanwhile, face-to-face contract agreement signing was coming into force on May 15th, 2023 in the office of XXX witnessed by the Program Manager of Health at XXX’s Human Resources Section. Along with the contract agreement other essential documents need to be signed off after reading through were as follows:
o global policy of safeguarding,
o global policy of values conducts and whistleblowing
o PII preventing sexual harassment, exploitation and abuse (PSHEA) Policy,
o PII disciplinary policy
o PII grievance policy
o PII harassment bullying and discrimination policy
o PII’s code of conduct
2.2 Source Scanning
Since the consultant had no rights to get free access to the XXX’s library or bookshelf, the only way was asking to the research project team to make it available. During the desk review, the consultant was warmly welcomed by the XXX officials, and through this, some valuable sources have been shared through the consultant’s email as references in construction report writing and also for the research project findings discussion and comments.
Despite there will be no comparison of the finding results -not a comparison study but can stand on it to outline the findings. The ToR, online safety in Southeast Asia, using digital technology to end child, early, and forced marriage and reduce adolescent pregnancy are useful to help develop these research findings into meaningful and promising results for the future XXX program, the government to act upon, and other stakeholders for their attention and needs.
2.3 Presentation of Research Design
Having a great opportunity to meet the XXX team – On May 23rd, 2023 at the XXX Office in Dili – composed of a variety of sections and positions seeking to have a general overview of consultancy services, the consultant presented the designed tools for different research participants with different approaches to be considered. The meeting for the presentation was led by the Project Manager involving the Program Manager and other relevant sectional staff members.
The XXX team members contributed significant inputs not only to the interview questions but also to other documents required: the consent form and the information sheets.
There were five interview questions for different interview participants and one FGD-guided question, and a survey questionnaire. The XXX team and the consultant agreed upon five diverse interview participants - which are parents, young people, PWD, government officials, and local leaders – and two participants for FGD: Parents and community groups. Meanwhile, the team members agreed to take year 8 and year 11 students who meet the criteria to take part in the survey. The presentation and discussion ended with lunch together at the XXX office borne by the XXX team. All the documents were sent to XXX on the same day, afternoon, aimed at sharing with the XXX team and the Australia team, Tracy Shield for their review.
2.3 Challenges
There are some challenges encountered after the consultant was onboarded on May 15th, 2023. As highlighted in the ToR, there must be 10 days of administrative arrangement including an inception workshop provided by the XXX in collaboration with XXX’s Human Resources (HR) Department.
» Highlighted days of having tendering and background checks and contracting
» Late reviewing research documents: Reviewing the designed tools and other documents such as informed consent, information sheets, checklist, criteria and enumerators recruitment, research checklist, and data collection and analysis framework. The clock started ticking toward the determined timeline which is 90 days, starting from May 15th to August 15th, 2023.
» Late document review will hamper the timeline resulting in the late of conducting research data collection, analysis, and reporting.
» ‘Too many cooks in the kitchen’ is not an effective way of reviewing documents due to the diverse taste of what is/are being prepared.
III. METHODOLOGY
As outlined in the ToR, this research will apply four methods of data collection: secondary data collection, key informant interviews, focused group discussions, and surveys. The secondary data collection will be soon conducted prior to the other two data collection methods that will help the consultant in developing and constructing inception and draft reports. Meanwhile, the key informant interview, focused group discussion, and survey methods will be discussed in detail, as follows, through settings, secondary data collection, interview, focused group discussion, and survey.
Setting in this research project refers to locations/spots where the project will be implemented in which it depending on which ones will be selected either program unit municipalities, non-program unit municipalities, or a mix of both. The majority of them, five municipalities, have been selected to for the research project.
3.1 Settings
As indicated in the TOR, XXX has two program unit municipalities situated in the southern part of Timor-Leste municipalities that of Aileu and Ainaro. However, alongside XXX’s working expansion, the XXX worked as well in other six municipalities across the country from the municipalities of Lospalos, Baucau, Dili, Manufahi, Ermera and Covalima. It’s suggested to be conducted with at least one municipal representative (one-fourth) from the eastern, western, southern, northern, and capital municipalities of Timor-Leste. The XXX team and the consultant agreed to have this research project carried out across the municipalities of Aileu, Covalima, Maliana, Lautem, and Dili. Dili is a central municipality and the capital of Timor-Leste, in which people are most likely to utilize online media platforms almost their entire lives to meet their needs and demands. A five-day long has been allocated for each municipality with diverse respondents (see the following sub-section 2.2 Audience) that have been arranged for interviews, focused group discussion, and survey (see sub-section 2.3 data collection methods).
3.2 Audiences
In response to the objective of the research project “assess parents in using online media platforms positively for their children, young people, and girls to be safe in the digital world”, this research will have a diversity of research population and sampling. As stated clearly in the terms of reference, this research will not only collect the data qualitatively to understand more in-depth research participants’ insights and perceptions but also collect the data quantitatively to merely measure the frequency and percentage of children’s use of online media platforms typically the online activities in their free time.
The qualitative data gathering, in this research project, therefore, will not include only the parents, children, and girls but also young people, people living with disabilities, government officials, local leaders in their respective municipalities. Not all the populations will be included but there will be some populations that need to be excluded as they are considered ineligible candidates to meet the criteria (including and excluding criteria). To this, Purposive Sampling will be applied and, if any, will possibly be combined with Convenience Sampling as well. In qualitative research, two sampling methods can be considered and selected to support one another if there will be an unintentional issue occurring at the time of research implementation (e.g., suddenly fall sick, encountered serious family issues, ..etc).
In terms of quantitative sampling - a set of determined criteria to select the students is in place - this research project will utilize Simple Random Sampling. This sampling method will be used to select research samples/participants from the population of year 8 students at pre-secondary school and year 11 students at secondary schools who meet the criteria (e.g., have smartphones, keep using smartphones, access to online media platforms). The study will use a confidence level of 95% and a margin error of 2% from the number of the population identified in each school.
3.3 Data Collection & Analysis Framework, Diagram, Method, and Strategy
The data collection diagram, method, and strategy are imperative in this research project and constitute research design elements that either novices and/or experienced researchers should carefully design to be appropriately used when conducting research in the field. The construction of an unclear research design will affect the relevance of data collection and analysis. The collected data will not properly and accurately present the data to answer the requirements given and project purposes. The diagram of this research project data collection leads the researcher to follow by doing what steps need to come thru. Besides, the methods will direct the research team to what methods will be utilized in the research project or study, and no less importantly the data collection strategy should be in manageable, understandable, well-implemented ways to help assist research team members’ accountability of the technical services commissioned.
3.3.1 Data Collection and Analysis Framework
Data collection and analysis frameworks tell the researcher what and how this research project can be carried out successfully. Framing an understandable data collection and analysis in a research study requires technical skills and knowledge not only about how the data can easily be collected and analyzed but also what indicators and sources are needed (See Appendix 1) to be obtained for analysis. The level of analysis constitutes overarching points or elements that a research project should be framing its tools in order to respond to the purpose of this research project. Since the questions are constructed for the main target of this research, parents, it’s understandable that other research participants' questions will be likely similar to it. In a nutshell, the data collection and analysis framework are the infrastructure of the research project that stipulates in detail what type of data should gather for analysis and displays researchers’ insight into how to descriptively, diagnostically, predictably, and prescriptively analyze the data collected data.
3.3.2 Data Collection Diagram
The data collection diagram shows a general overview of the data collection of the research project starting from project design, settings, audience, and methods of data collection. Research Project design requires in the following diagram indicates only about tools design as the other important research elements being mentioned in parallel: research methods, audience, and settings.
As indicated through the TOR, the collected data for this research project will be both qualitatively and quantitatively from the research participants/informants, nevertheless, the research will be more focused on the in-depth perceptions of research participants. Thus, the methods of data collection are varied based on three different methods used for data collection: secondary data, KII, FGD, and survey.
· Secondary data
In the initial step of data collection, secondary data is necessary to be collected prior to primary data collection. It is planned to be collected through XXX official documents, international development agencies, and government online sites. The secondary data is paramount for the best of developing research project tools design and report writing.
· Key Informant Interview (KII)
Qualitative interviews with key informants in the field will be applied in this research project as per XXX’s requirements. Key informants, in this case, are the parents, children, and young people who use online platforms in responding to their needs. A set of structured interview questions/questionnaires will be designed and prepared to be used. The descriptive data will be transcribed for analysis purposes. In terms of research participants to be interviewed, it’s purposed to involve:
§ Parents
§ Young people aged 19-24
§ Government Official
§ Local leaders
§ People Living with Disability (PLWD)
· Focused Group Discussion (FGD)
Focus Group Discussion (FGD) is known as a qualitative research method and technique of data collection intended to deeply elicit research participants/ informants’ insights, attitudes, and experiences in using online platforms. A set of FGD-guided questions will be prepared to cover different areas/factors identified in the TOR. The descriptive data gathering from different FGD members and groups will be taken notes and possibly be recorded for data checking, confirmation, and adaptation. In consultation with the XXX team, the process of implementing FGD will be led and/or moderated by the consultant and professional officials from the XXX team. Research project participants who are proposed to be involved (FGD) are:
§ Community Group
§ Parents
Transcribing and analysis of this qualitative data are very time-consuming, thus it’s suggested that number of each group discussion is no less than 3 and no more than 10. Nevertheless, transcribing data, and audiotaped data, will be kept securely and confidentially. So, the ideal number of a group of FGD is between 6 and 8 people but it’s calculated/estimated to be 6 people in each group. The following table (data collection strategy) shows possible activities of FGD, interviews, and surveys in the respective municipality.
· Survey
The survey will also be conducted with pre-secondary school students and secondary students who get used to online social media or online media platforms. A set of questionnaires has been prepared and will be conducted only in the selected schools in every municipality. It has been agreed to survey year 8 students and year 11 students in each municipality. The total number of students who meet the criteria will be considered as the population while the sample size will be drawn with a higher confidence level of 95% and a lower level of margin error of 2%.
3.3.4 Data Collection Strategy
The strategy of data collection in the field is a crucial thing that should be designed well to reach diverse research participants in a circumstance where they can afford to provide data or information to respond to the research objective. This research is planned to have a whole week of data collection in each municipality and the research team should be back at National Office on Friday afternoon and then continue moving to another municipality in the next two days which is Sunday afternoon. Paper-based interviews, FGD, and survey results should be entered into the KTB system to assist data analysis processes. To this, field research activities in each municipality are planned as per the data collection strategy table below that indicates diverse research participants, time allocation, and responsible person to each research targeted audience. Not only this, the table also displays the total number of eligible participants or groups that should be reached in a week of service.

3.4 Data Processing and Analysis
Data processing explains and shows the aftermath of the whole data collection process. It has been common for a non-English speaker/native to translate all the data into a globally understanding communication language which is the English language. Accordingly, this research project data, which are collected in the Tetum language, will be fully translated into the English language. The data will then be entered into KTB for analysis purposes as explained below.
3.4.1 Data processing
Data processing is intended to process the collected data from the field by research project respondents/informants on how it can be well-organized for data analysis purposes. Interview and focused group discussion data is proposed to be entered into an online application called KTB. This is also a safe way to store data from harmful viruses. This data will be then downloaded into Google spreadsheets for cleaning and analysis.
3.4.2 Data analysis
Data analysis is perhaps the most important component of the research project. Weak analysis strategy can lead to produce inaccurate results that not only hamper the authenticity of the research but also make the findings unusable. It’s imperative to choose your data analysis methods carefully to ensure that your findings are insightful and actionable.
Analysis of this qualitative data will apply thematic analysis. The contents of the data will be transferred into google spreadsheets/excel (data coding matrix) and will be coded as needed and applied to its analysis on the basis of the research project's purpose-based requirements. In obtaining this, the thematic analysis is confidently applied in the following processes:
a) Direct data capture (DDC) (disregard data transcribing)
b) Extracted data from KTB into Excel/Google spreadsheet
c) Browsing, highlighting, coding (concept-drive coding or deductive code), and grouping/labelling
d) Thematic analysis
e) Checking for consistency and reporting
Meanwhile, the analysis of quantitative data will simply be a descriptive statistic to look at the mean, media, mode, range, frequency, and percentage (MMM-RFP) of children using online media platforms. Frequency and percentage will be always applied to look at how frequently and what percentage of the targeted participants leverage online media platforms use.
2.4.3 Data Analysis Diagram
The following diagram of data analysis simply considers as a guide to what analysis steps/processes will be used to analyze both qualitative and quantitative data. Looking at the data processes diagram, all are applied for both except the Direct Data Capture technique (DDC) is for qualitative data. Deductive coding relies on a non-predetermined code or preconceived notions of what the codes should be, but the codes emerge from the descriptive data obtained from the respondents to the existing set of questions.
3.5 Data Quality Assurance
Data quality assurance (DQA) is imperative in this research project. Qualitative data gathered will be shared with stakeholders and government institutions and will bring to their attention on the credibility of the data. This survey, therefore, applies three approaches:
a. Consistency check (member check, project requirements)
b. Triangulation (diverse respondents & methods)
c. Discussion (XXX team)
A consistency check
will be applied to check with respondents’ responses to the existing set of
questionnaires for the research diverse participants. There are two ways of
conducting such a technique depending on the environment where an interview
happens, and the researcher can decide whether to directly read aloud
throughout the responses for their recognition and approval or will check later
after the interview. Besides, triangulation is the strongest technique of data
quality assurance using the diverse methods and respondents as applied in this
research project. last but not least, several discussions between the XXX team
and the consultant to stipulate the methods and techniques constitute an
imperative approach to confirm the quality of data.
IV. ETHICAL CONSIDERATION
Ethics application is paramount for the consultant and co-workers, who are going to conduct this research project to the targeted research participants in different municipalities. As stated in the XXX terms of reference of this research project and signed documents by the consultant it indicated clearly to consider ethics while conducting research in the determined settings or areas of the research project. In response to this, the consultant has prepared information letters for research participants along with informed consent forms.
4.1 Information Sheets
Any persons who will be recruited to partake in this research project will be given an information letter to ask about their availability and willingness. Despite, the participants being recruited to this research project prior to the research project timeline, their right not to proceed by withdrawing themselves from the research project is highly respected and agreed upon (See Appendix 2, 3, and 4).
4.2 Assent Forms
In order to assure research project respondents of both qualitative and
quantitative approaches, the consultant is mandatory to prepare informed
consent forms for the research participants individually prior to sitting for
an interview, discussion, and survey. The contents cover the rights of
participants during and after the research period and grant confidentiality. Consent
statements are put on top of the research tools for their acknowledgment before
embarking on the primary tasks and responsibilities (See Appendix 5, 6, and
7).
V. Work Plan, Timeline, Checklist, and Budget Request Approval
This section is simply to provide an overview of the research work plan, timeline, checklist, and approval of the budget request. The detail of each has been prepared on the table to help the researchers give a quick visit to where have they been and what will be acted upon to meet the needs of the research project.
5.1 Work Plan
It’s crucial to have a work plan for this research project that will be used as a pathway to achieve the objective by assessing parents who use online platforms positively for their children especially girls to be safe of getting access to any online platforms. There are four main activities indicated in this research work plan: desk review/set of arrangement, data collection, data analysis, and reporting. The details of the above-mentioned activities are mentioned in the following table of the research work plan.

5.2 Research Project Timeline
The
timeline of the research project as stipulated in the terms of reference should
be started from April 15th till June 15th, 2023. Due to coming
through rigorous recruitment processes, administration, and human resources
services, however, the timeline experience setbacks and was finally set between
May 15th and August 15th,
2023. The inception workshop which should actually take 3 days and another 7
days for tendering was put aside, thus the consultant took into force the
consultancy service week aftermath despite not being conveyed. The following
table is the detail of when a piece of research elements can be organized and
implemented.
5.3 Research Project Checklist
The project research checklist is not compulsory for experienced researchers but crucial to be considered throughout the entire research process from research design to reporting. It reminds and gives an idea of where the research progress is being completed, what we have missed, and where will we go further. Some researchers are not accustomed to preparing and utilizing the research checklist resulting in missing some important research tasks such as information sheet delivery, informed consent preparation for different research, enumerator recruitment, and so on. They get around to recovering afterward but get lost in the time which it is commonly affects research time consistency (See Appendix 15).
5.4 Proposed Budget Approval
The budget request through the proposal was approved and the hired consultant already signed the consultancy contract agreement for 90 effective days on May 15th, 2023. The following table of the budget request was agreed and the daily rate payment is will be paid based on the tranche completion and deliverables. The daily rate for this consultancy assignment is $220 and the total fee of consultancy work for 90 assigned days is $19,950 (see table below). A ten percent (10%) tax deduction requirement is charged to the total amount of the consultant’s fees. Accordingly, the deduction of 10% tax will $ 1,945.00 while the net amount that should be received will be $18.005 based on each tranche completion and deliverables. Tranche 1 completion will cover the inception report comprising of desk review processes, methodology, tools designs, assent forms, information sheets, and inception report. These documents should be submitted to Project Manager for her approval before proceeding to data collection. At this tranche, the total percentage allowed to be released is 40%.

From the above budget plan table, it’s proposed that
the costs for the ‘blue colour’ activities/ items will be discussed and borne
by the XXX team such as accommodation, recruitment of enumerators / note-taker,
logistic, administration, finance, incentive for research participants or
informants, and invitation or information letter to the local authorities.
The costs for these items are excluded from the consultant’s proposed
fees or payable budget.
VI. RECRUITMENT CRITERIA AND PROPOSED ENUMERATORS
6.1 Research Participants’ Recruitment Criteria
People Living With Disability (PLWD)
People Living With Disability (PLWD) – Possibly can be recruited either parents and/or young people for interview.
· PWD will be recruited for interview (3 PLWD will be recruited to participate in this interview)
· If there will be PLWD[1] as parents, caregivers, young people, and students who get access to online platforms will be more appreciated.

Parents / Caregivers
· Parents who have smartphones or any online devices get used to online media platforms like FB, Instagram…etc.
· It will be good if parents/caregivers have young people at home (Young children will be the research target to be interviewed)

Children
Children in this research project refer to students aged 10-18. They will be recruited through schools in their respective municipality: Aileu, Covalima, Bobonaro, Lautem, and Dili.

6.2 Proposed Enumerator Recruitment
Since the research project plan to involve different participants from different background education, health, and social environment with similar guided questions to achieve its objective, it is suggested to recruit more enumerators to not only carry out the survey questionnaire to students but also become interviewers to deliver technical and professional questions to obtain information needed from research participants. After the XXX team and consultant meeting, dated 25 May 2023 at the XXX office, several knowledgeable enumerators are planned to be recruited as needed and XXX will be in charge of this. They will be given one day workshop and then practice it thru tools piloting in Dili. Thus, this research project needs three enumerators and two note-takers (See Data Collection Strategy). *Considering that there are only 2 pre-secondary schools and secondary schools[2] in each municipality with exception (XXX will confirm).
